I'm facing the same issue. I have 2 WSUS servers joined to a single domain and each is dedicated to a single site. When the GPO policy is removed and the system updated, administrators are able to interact with update services.
Issue still exists. Administrators are able to interact with Windows Update on systems at site "A" and administrators receive "Some settings are managed by your organization" at site "B". I had wsus running without any problems. Since last CU all my win10 machines greyed out the "install now" button.
